[TYPO3-english] localizing locallang.xml etc

Hi,

I have just finished an extension which covers the creation of language
files and is also usable for editors and not only developers. This is
very important for the company I am working at because at bigger
projects with many languages the customer is the only one who has got
the knowledge of many terms in the different languages but doesn't have
the knowledge to work with xml files.

The extension uses extbase & fluid and implements the following steps:
0) EM settings: set the extensions + languages which are allowed to be
edited
1) Step 1: Selectbox to choose from a list the extension which should be
edited.
2) Step 2: Choose the language file which should be edited
3a) Translate/Edit one term in all available languages.
3b) Translate/Edit all terms in one language
3c) Create a new term

Features which are yet missing:
- Save/Get files in/from typo3conf/l10n/*
- Some further access restrictions in UserTsConfig to allow changes only
to specific files
- Maybe later export/import to/from csv
