[TYPO3-english] Front-End Blank, Ext Manager Blank. Please Help

error somewhere in config files

you should fix errors in localconf.php anyway
after upgrade you get new _temp files, but they can have errors too.
delete new and old temp files

32 MB is normally enough for ext Manager to import plugins and install 
them but not enough to upload big plugins to TER.
