your are not supposed to, thats an old way of DB-based TypoScript
templates. Use Extensions now instead (shows up in 'Include static from
Extensions')

mouseclick on page-*symbol* in pagetree. select "more options"(?) ->
"import"(?). It's a T3-specific import/export-format of pagetrees and data.
