[TYPO3] How to make a template in the static template .. ?

I move again tp TYPO3 v.4.0 final and thx God installation was succesfuly.
Still wondering how to import my template (html, css, javascript) coz the
extension will be .t3x right? how should i do next to make my template
'exist' in (default) http://localhost/cms/ ???
