well this might be a big problem. I had once this problem.
FTP used different Group/User setting than what Typo3 used, when it used 
uploads. The server administrator *didn't*  do anything for Group/User 
using FTP.
Creating *everything* using FTP I got work but I could upload anything 
from TER!
Presumably you have downloaded something - or even most - with FTP.
And nothing works and maybe you can't get help from the 
webserver-administrator.
He should change priviledged of *all* files of the Typo3 installation.
