[Typo3] Confused - please help

I run down the source code and figured that the Element Browser actually 
cuts based on the integer in $GLOBALS['BE_USER']->uc['titleLen'] which 
should be set by "User->Setup->Max. Title Length" what I already 
changed...am I wrong??? Whats the deal?
