[Typo3] tt_news Installation not allowed in path typo3/ext/

I'm having troubles.  I tried to install the tt_news but got around it 
by installing it local, but in the end, I just want a Typo3 system that 
won't give me the errors upon an extension install.

Just now I tried installing the updated sys_todos and got this error:

This is probably the permission settings on my folders.  (My best guess.)


What are the correct settings?

I have access to chmod but I need to contact my host for chown.
