[Typo3] Sub-Admin Group

Is there a way to create a Sub-Admin Account. Ability to access Typo3
Templates, Create/Mod/Delete users within their respective groups. I
understand that giving my users the ability to modify Templates creates
a huge vulnerability within Typo3, but frankly out users aren't really
bright enough to figure it out. They will be modifying the TSConfig by
copying and pasting what put out in a tool box.

We have really painted ourselves in a corner with Typo3 and its probably
going to come back to bite me unless I come up with a solution.
