This uploader is completely independent from TYPO3. You can place it whereever you like.

(Keep in mind that it is not tested on windows, yet.)

The Cool Folder in the given example is a result of renaming the untared folder:

=> mv t3elmar-* Cool

Alternatively you can install it as extension from TER. 
Then you find it in the usual extension folder:

http://typo3.org/extensions/repository/view/ext1

=> typo3conf/ext/ext1/Cool/Modules/Ext/ ...
