Can you check in phpinfo(), whether your server has the openssl PHP 
extension enabled?

saltedpasswords/rsaauth shouldn't enable themselves, when neither the 
PHP extension, nor the openssl executable is found. Latter one is 
probably not possible on Windows at all.
