This is basically what Drupal does when you install it. It's a nice
feature if you're installing the software on a server belonging to a
client or a host you haven't used before. I also can't imagine many
circumstances where you'd find that mod_rewrite is not present on
Apache, but it's not that unusual for it not to be enabled. Getting
the notification on installation saves a bit of time.
