[TYPO3-dev] output ends up in white page

Hi,
as Ingo told about debug extension it came to my mind that such debug
extension could be a sysext, adding a tab to usersettings with all debug
output options like error_reporting, devlog etc. Also Admin panel could
have quick access for this.
