Don't forget to take into account all the existing settings, such as

$TYPO3_CONF_VARS[SYS][enable_DLOG]
$TYPO3_CONF_VARS[SYS][devIPmask]
$TYPO3_CONF_VARS[SYS][sqlDebug]
$TYPO3_CONF_VARS[SYS][displayErrors]

New settings and existing ones should be consistent, as much as possible.
