Yes, but at the moment you will have to extend the selector-class and
change the select-function (or write the whole class on your own, if you
like ;))

Yes, it is done via TSconfig, so you have full flexibility here ;)

You may do this via your own function, but I will also make this
configurable via TSconfig (at least for the default class, extension
authors are free to ignore these settings in their custom classes - but
you may then in turn configure T3 to ignore these classes ;)

Min chars is already implemented by script.aculo.us, I think it is three
at the moment.

I suppose you mean the max limit for the number of records in the
selector-box? Good point, I didn't think of this. But does the selector
window respect this limit? I don't think so, AFAIK there is only the
yellow ! displayed next to the selector if there are too many records in
the box.
