[TYPO3-dev] RFC as tool to concept branch 5.x

Hi Jacob,

full-ack on the below.
It just sometimes helps to get things settled and make a decision 
quickly instead of mails and waiting for responses.
I am from Ecuador, quite a lover of my clients in Europe... I know the 
feeling of getting up at 6 and talk to clients :)
