Yes, it's for the 1-2-3 setup.

However the whole package thing will have to change soon anyway, because
we'll use *.t3d or *.xml files in the future for quickstart, testsite
and freesite instead of producing separat packages for each.

It'd be perfect, if the install tool would offer a list of different
default-sites showing a screenshot of each.
