The autoconf will already work when no PHP has been installed.

Could a one klick install be possible with the install tool?

Yes, but the administrators usually do not know PHP.

But how install the dummy.zip? You have to create the links manually or 
have duplicated php files. And what to do when a server administrator 
wants to make available Typo3 for many users and not copy all the files 
to the local user's directories but use part of the globally? It would 
be nice if a tool would help to do these jobs.
