NOPE. Both are plattforms and can be extended or programmed to your 
needs. Additionally they are JAVA. Just check out at www.eclipse.org or 
www.netbeans.org.

P.S: www.phpeclipse.de is not that bad for a free PHP-Development-Tool 
and could fit into Typo3's Extension Development.
