What confused me was your claim that the tags did render as HTML in MSIE
and not in other browsers. In fact the case should be that the tags do
NOT render in ANY browser and I would be surprised if that is not the
case.

According to

http://typo3.org/documentation/document-library/doc_core_inside/The_TCA_DESCR_array/

the correct behavior is that the image description field does not accept
HTML.
