[TYPO3-UG Italy] Typo3 4.0 errore nel installazione

Ho scaricato sia il file  dummy-4.0.zip che  typo3_src-4.0.zip  , facendo 
come dice il punto 5 del file installation ...,
5 - Open your web browser and hit http://[your.site.name] or 
http://127.0.0.1. You'll initially see an error message page, but will be 
immediately re-directed to the 1-2-3 Install Tool

mi compare come errore  localconf.php is not found!  cosa che con la 3.8.1 
non accade come posso risolvere? dove devo creare il file localconf.php ?
