[TYPO3-UG Cambodia] TYPO3 Install Tool always locked

Hi Dominik,
It deleted the ENABLE_INSTALL_TOOL file which I have created recently,
so it is not older than the timeout. I also can create this file from
the User settings, but it is deleted when I browse to the Install Tool.
