[TYPO3-UG Cambodia] TYPO3 Install Tool always locked

Hi Chivy,
If you browse to the Install Tool, the file might get deleted if it is
older than the timeout specified in TYPO3. In that case, just create a
new file and login should work.
If you cannot create a file from the User Settings, then probably the
rights of your typo3conf folder are not configured correctly. Make sure
that the webserver user can read and write in this folder. But watch
out: all other users should not be able to access or read files there.
You might want to try out the english mailinglist for technical
questions which will allow you to get an even faster response.
