Well, because the "development" environment is accessable from our internal network only and physically separated from the QA-, CA- and off course Live-servers. The CA-("Customer Approval")- and the Live-servers are accessable from the outside and don't have a connection to the internat network for security reasons. That's why we've several installations of Typo3 and the requirement to shift one installation to another server (without all the temporary and cached stuff :-)
