[TYPO3-workspace] Bug #43148 Not sending Workspace Notifications

Hi, the patch has been cherry-picked into the 4-7 branch. That's why
it's marked as resolved (see https://review.typo3.org/#/c/12045/)

I can only guess that the git submodule pointers for EXT:version haven't
been updated during the 4.7.7 release.
