[TYPO3-workspace] Stage Window publish content

  Hi,
  in certain environments it might be necessary to inform someone when a
record goes to the live workspace. Consider the following situation: person
A (eg secretary) writes an article, person B (eg the secretary's boss) has
to review, person C (eg marketing) publishes and wants to inform person A
(and/or person B), that his/her article is online now.
