[TYPO3-workspace] Stage Window publish content

Hi,

 

when I publish a record to the live-workspace, I get a stage window like
I get if I would send a record to review. The problem here is, that no
one gets an eMail, when a record is published. This works fine if I send
a record to review though. Is this intended, or what's the point of the
stage window when I publish content?
