[TYPO3-workspace] FYI #12406: Not possible to publish change of IRRE ordering

Problem:
There was some confusion on publishing IRRE records and after a short 
sync up with Oliver we decided to change the default setting of the 
"options.workspaces.considerReferences" to "1".

Solution:
Attached patch does this.

Additional information:
As discussed during the weekly meeting, the attached patch was committed 
to trunk (rev 3981).
