[TYPO3-workspace] RFC: #11531 Check if email is set before trying to send an email

Problem:
If a user is selected to be notified on stage change normally an email 
is sent. If that user has no email address set it results in a fatal error.

Solution:
The attached patch makes sure that notifications are only sent to valid 
mail addresses and that only users with valid mail addresses can be 
chosen as recipients.
