AFAIK LDAP is de-facto standard for enterprise SSO as most companies already 
have a domain running. Besides of that, there are plenty of solutions to run 
and manage many users via LDAP.
On top of that, LDAP can also be used as a lightweight directory server, 
thus supporting groups and attributes for each user.

I guess before we can find a solution, we need someone who goes through all 
services currently used and tries to figure out what kind of authentication 
they do support.
