[TYPO3-typo3org] TSConfig manual have vanished from typo3.org

I would consider the TSRef & TSConfig manuals as References, as those 2 are 
essencial for configuring TYPO3.And maybe also the API.
The rest should just be divided into tutorials or core docs. IMHO
