[TYPO3-typo3org] TSConfig manual have vanished from typo3.org

Yeah it's weird like some documents have vanished over time...

While you're at it, could you try to add "doc_core_services" to the list 
of docs displayed in the "Core Documentation" section? Not critical, but 
would be nice :-)
