[TYPO3-typo3org] Abuse of "Sites made with TYPO3"

I really like idea, but as mentioned previously, we want an easy to
use ranking system. Then again, typo3.org is for the community, so you
need to be a member to participate in rating your peers.
It seems we need to figure out who we want ratings from: anybody or
TYPO3 peers. TYPO3 peers are my preference and then keeping ratings
accountable would be the best bet for discouraging abuse.
