[TYPO3-typo3org] Once again: How to make a private repository?

Hi all,

I just read the "little" paragraph in 
http://typo3.org/teams/typo3org/documents/ter-20/page/2/ about creating 
a private repository.

So far I understand it the following:

create the file structure: After some investigating, I think it is the 
following: <DOCUMENT_ROOT>/ter/<FIRST_LETTER_OF 
EXTENSION>/<SECOND_LETTER_OF_EXTENSION  ?!?
a script for automatically generating the extensions.xml file: ????

Do I need to run TYPO3 with special extensions for this on my 
repository-server?
How is it solved with the different versions of an extension?
How can I create the T3X-files, without trying to extract it from the 
EM-code (do I need them at all)?


Just for information: I really want to create a PRIVATE repository, to 
have an easy way to spread development extensions on different 
test-servers within my company.

So this repository-technique would help me a lot for internal 
development and QA.
