[TYPO3-typo3org] make ext_emconf.php visible on extension files view

Hello,

the file ext_emconf.php does not get listed on typo3.org in the files 
view of an extension. It would be fine if this could be included. It 
contains important information about the dependancies of an extension. 
The user should inform himself here before he starts to install an 
extension. He can avoid troubles by this with maybe not detected 
dependancies in the EM.
