[TYPO3-typo3org] Proposal about security

Hi!

It would be nice if we have a dedicated security announcement list. 
Posting security announcements to dev/english is good but may be 
unnoticed. However if security announcement is posted to the list, where 
messages appear once in several months, it would be definitely noticed.

I suggest adding something like "security-announcements" (yes, I know 
about "typo3-announcements" but it is not mirrored on the news server).
