[Typo3-typo3org] Repeated questions on the lists

in short: collect the answers and make them more accessible for non 
experienced users.

Joey, Sacha and I had a few talks about this. Here's a quote from Sacha 
on this from the typo3.org list:

I don't think that another separation would help here. It should be more 
comfortable to find already fixed problems or answers to general 
questions on typo3.org. Something like a collaboration of information. 
Something like the HOWTOs, but with more structure.

What do you think about this?
