I think the format should be a by case decision. Sure, the DTD will die
sometime in future and Schema is the future way to go. But as all
concepts, divide in future solutions and in current solutions.
I would plan it as version 1.0 (DTD) future versions as Schema.
Schema describes the document format with xml. You have a much better
format description (value types: integer,...) than in the DTD, but it's
also much more complicate to write it.
So if you like a technical solution that is usable by many developers,
keep it simple, but with control.
Didn't heard much about RELAX-NG, any good sources?
