[TYPO3-team-templavoila] RFC: #13950: Page TOs with static DSs show up in all sites and do not honor GRSP

Problem:
TOs based on static datastructures show up on pages which aren't based 
on the TOs GRSP.

Solution:
The attached patch refactores the entire TCEForms DS/TO handling and 
fixes the GRSP issue by checking the related TO's location before a DS 
is rendered.

Additional information:
Due to the fact that this affects all TCEForm selectboxes please test 
this with and without separate datastructure selection and please also 
include statisDS and database-related DSes into your tests.

Once these changes are applied the introduced classes offer the 
possibility to be reused within other parts of templavoila (e.g. mod2 
cm1) - therefore please also feel free to be critical in regards to the 
created structure.
