[TYPO3-team-templavoila] FYI: #14253: Disable drag&drop feature on a per-user and a per-pagebranch basis

Problem:
Disabling drag and drop as introduced in #14141 is only possible per 
field but not per user or per page.

Solution:
The attached patch includes a new TSConfig configuration option to turn 
DnD of based on user- or page TSConfig

I considered this to be a nobrainer and the patch was committed to trunk 
(rev. 32852) and templavoila_1-4 (rev. 32852).

The manual will be updated right before the release.
