Problem:
The versioning-tab doesn't show up when logged in as non-admin because 
the required module permission check tries to check the wrong value/ 
module-key (txversionM1) and can't therefore never be satisfied by 
non-admins.

Solution:
Changes to check to look for the right module-key (web_txversionM1).

Notes:
Obviously a typo within the original code - since the module access 
rights are always stored with <group>_<module> within the user/group 
records.
