Fireworks does and I guess almost any Adobe product does too and there are
many import filters for other DTP software that will recognize PSD files.
But the major drawback is, that most of these programs will import PSD files
as bitmaps even though there are several options in Photoshop that will work
with vectors (or paths).

But I agree, that a vector based exchange format will be the better choice.
A good example is my "fancy corners" extension, which is using a custom made
TrueType font to create the corner shapes.
While other extensions only offer rounded corners based on a fixed size
bitmap, the fancy corners will scale lossless to almost any desired size and
this is the major advantage.

So IMHO having just one vectorized base icon that will produce the rest of
the necessary sizes on demand will be the way to go.
