My view:
As the hci team has been officially shut down without any real arguments
and was rebuilt as a small circle of people I don't know whether they
are looking for any help within the concept phase anylonger. Many
discussions that have taken place are simply ignored at the moment and
any attempt to inform the people that are part of the hci structure
simply ignore any emails concerning this topic.
Thomas Murphy (who was responsible for the 4.X skin until now) and me
have tried to work at the skins for the 4.X branch and the 5.X branch in
order to keep it consistent and create a base for the next UI.
Unfortunately both sections have been taken by the small circle of the
hci structure mentioned above. Anything we have done here (or better
said within Skype conferences) concerning a change to the skin with all
those new concepts by the former hci team has been rejected. Not only
because only some people didn't like some colors or so but also because
the original and discussed hci concepts didn't fit in their own new and
not discussed concepts. Well currently the hci people "create" the skin.
Or better: Change it as they like. Again: Our emails are simply ignored.
I think the actual coding is done by the core team or by the hci people
as well. But I - as an official co-teamleader of the skin team - and
afaik Thomas Murphy have currently no idea. Strange, right?
So again: This is only my view about the topic. But as I was very active
in the hci team and began to work within the skin team and was just
"replaced" as many many others without any arguments by the ECT, I am
asking myself everyday whether T3 4.X is about usuability because the
usuability "experts" mentioned everywhere have been thrown out as well.
Thanks for reading this.

P.S.: Post to the core team list, I think they might be able to help you.
