[TYPO3-hci] "SL" in Extension Manager

there are 3 abbreviations:

S = System (typo3/sysext)
G = Global (typo3/ext)
L = Local  (typo3conf/ext)

SL is double in System and Local, but Local overrides System (Local 
overrides in any case)
