None of my admins (that are TYPO3 admins) have access to edit 
localconf.php and do stuff like that. Also, they don't even know that.

There is a difference between TYPO3 Admins and TYPO3 Site Admins. The 
password needs to stay. That is really a no-go in my eyes.
