[TYPO3-hci] suggestion for be forms: inline secondary options

the secondary options appear on the top of the backend frameset and it's
hard to understand and to teach this to redacteurs. an alternative is
the checkbox "show secondary options" but the reault are too many extra
fields wich is also no good solution.

i suggest to change the function of the "more options" button for each
palette. i think the behavior can be improved easyly by always rendering
the complete form but making the extra palettes invisible. the "more
options"-button will toggle the visibility by setting the element style.

i think this can be implemented very easy/trivial an is improving
be-usability because changes happen where the user expects them.
