user and page ts-config can be cached seperately but it should definitly
have the same syntax and options.

Example:

USER TS-Config
  options.RTEkeyList = ....

Page TS-Config
  RTE.default.showButtons = ....

i think a unification here will make customizing typo3 more intuitive.
