Is it not possible to extent the shortcut functions from the BE and use that
on the startpage.

Extent every shortcut with a custom name, description and possible a icon.
And put these shortcuts on the startpage of the BE, and then move them
around with some AJAX code so the user can arrange them as pleased.

No reinventing but extending.
