Not necessarily.

The fine thing about folders and pages is the free configurability. But as 
an editor you really don't care where the new items are stored. You don't 
need "Choose Toolset > Choose Page > Choose Action" nor "Choose page > 
Choose Action".

IMHO the currenty workflow is quite good for overall maintenace. But for 
special tasks like news etc a wizard-like interface would be more 
intuitive. I think that Web>plugin is a failed attempt to make such a thing.
