This would require code changes in 3 places:

1.) The TER repository
2.) The new extension manger
3.) The TER frontend on typo3.org

These places have access rights, controlled by different people.

To make it work you need to tsynchronize the actions 
of at least three people, probaly more, in the above order.

It technically easy, but to get the people in action is nothing you
can do easily from a rather outside position. 

I didn't even find the current sources of the TER repository. 
They are neither inside  https://git.typo3.org/Sites/Typo3Org.git
nor seems to by an own repository for them.
