[TYPO3-ect] TER clean up actions

Hi,

thanks for your efforts, however IMO the time schedule is wrong:

First all technical things need to be in place, including the changes in
the client TYPO3 version + typo3.org changes and only after that the
announcement should start.

There have been just too many announcements of things which never got
finally done and this should be avoided.
